Sociedad de Ahorro y Crédito (SAC) Optima began its operations in 2009 by providing loans. The financial institution, then, transformed into a Savings and Credit Society in 2024, allowing it to raise funds under the supervision of the Superintendency of the Financial System. With 16 branches, the FI serves approximately 20,000 clients, mostly MSMEs and informal sector workers. In 2021, BIO granted to SAC Optima, a 5M USD loan to promote innovation and financial inclusion, laying the foundation for a strategic relationship that it now seeks to expand with this request for support.
Technical assistance
The project involves the design and implementation of a comprehensive methodology for preventing Anti-Money Laundering (AML), countering the financing of terrorism (CTF) and countering the proliferation financing (CPF). It aims at strengthening the internal regulatory, operational, and technological framework of the Compliance Office.
The project aims to :
• Ensure regulatory compliance effectively and efficiently.
• Reduce regulatory and reputational risks through more effective due diligence, transaction
monitoring, and alert management processes.
• Replace manual processes with automated tools using a risk-based approach.
• Ensure institutional sustainability by consolidating a robust compliance culture.
